Jockey Club Sarah Roe School was established in 1985 with six students and two classrooms. Named after a local Occupational Therapist who was instrumental in setting up special educational needs provision for the English-speaking community in Hong Kong, the school was originally located in The Jockey Club Sarah Roe Centre (JCSRC), built in 1986 with funds donated by the then Royal Hong Kong Jockey Club. The founding Head Teacher was Mike Doherty.

The school quickly grew to 30 students and, in March 1994, was recognized by the EDB as a school. The School Council and Parent Teacher Association were established, with David Nesbitt as the first chairman.
The school was temporarily relocated for nearly four and a half years to Rose Street after the Jockey Club made a second donation to build a new building on the footprint of KGV’s two tennis courts.
In late June 1996, Jockey Club Sarah Roe School moved to the new building. With the move to a larger location and in response to the community’s need for specialist provision, the school expanded to accommodate 60 students.
